The Donor Coordination Council represents a critical mechanism for aligning international development efforts with national education priorities in the Republic of Tajikistan

To coordinate international development efforts in Tajikistan's education sector, ensuring effective collaboration among development partners, government agencies, and stakeholders to achieve transformational change in the education system through strategic alignment, resource optimization, and knowledge sharing.

Background & Context
The Coordination Challenge
The current coordination landscape faces significant challenges that directly impact the effectiveness of donor interventions and the achievement of national education goals. Key issues include:
- Lack of a coherent mid-term vision effectively shared with development partners
- Limited capacity within the coordination unit at the Ministry of Education and Science
- Insufficient document sharing protocols among partners
- Varying infrastructure development standards across donor programs
The CBE Transformation
Tajikistan's education sector is undergoing a significant transformation toward Competency-Based Education (CBE), requiring unprecedented levels of coordination among all stakeholders. This transition involves curriculum reform, teacher training programs, assessment system modernization, infrastructure development, and digital integration initiatives.

Thematic Groups
Working groups focused on key areas of education sector development
Construction
Partners shared a wide range of ongoing work, including: the national framework for teaching and learning, infrastructure standards for Early Learning Centers, the architectural guidelines/new school blueprint under the WB supported project, STEM blocks by ADB supported project, energy audits, WASH standards by UNICEF, and school construction by IsDB supported project.The group acknowledged the need to strengthen alignment across different projects, including between normative documents (e.g., the architectural guideline and the construction code).
The group also recognized challenges related to school selection methodologies and criteria across various initiatives.
There was a shared understanding of the need for improved coordination, ideally led by MoES (DM Muzaffarzoda). In the meantime, partners will continue supporting MoES on these efforts.
As one of the practical next steps, it was proposed to develop a catalogue of construction blueprints, compiling strong examples from different projects.
For policy and strategy development, partners emphasized the importance of being engaged from the outset rather than at the final drafting stage.
