Monitoring and Evaluation (M&E) is a systematic process used to track progress, assess performance, and measure results of projects, programmes, or policies. Monitoring is an ongoing activity that collects data on inputs, activities, and outputs to ensure implementation is on track, while Evaluation is a periodic assessment that examines relevance, effectiveness, efficiency, impact, and sustainability.
M&E supports evidence-based decision-making, accountability to stakeholders, and continuous learning. It helps organizations identify challenges early, improve implementation, and demonstrate results. Effective M&E relies on clear objectives, measurable indicators, reliable data collection methods, and the use of findings to inform planning and policy development.
Participants, guided by national and international experts, took part in hands-on sessions on AI tools, development of M&E handbooks, and alignment of education strategies with national and global goals. The M&E system, created by the project to enhance the skills of governmental specialists and stakeholders from RITTI, MoES, and MoLME, was a key focus. The event also outlined next steps to improve adult education and vocational training outcomes.
